Helping Dubai become a regional center of excellence

Project scope:

Dubai Healthcare City (DHCC) is being designed as a regional center of excellence for health care delivery and education. The government of Dubai engaged PHMI to serve as chief strategic collaborator responsible for developing and implementing the governance and regulatory framework to support quality across all components of the health care city. PHMI was also tapped to lead the development of institutions within DHCC to oversee programs in education and research.

Collaboration with PHMI:

In 2003, PHMI deployed a landed team in Dubai, which worked with local authorities at DHCC to create and begin implementation of various components of DHCC, including the governance model, regulatory and standards framework, and quality oversight model. PHMI continues to fulfi ll a wide range of strategic and operational oversight functions, most notably through participation in the regulatory governance of DHCC and input into and leadership of key DHCC development projects.


PHMI team members in Boston and Dubai collaborated with DHCC to develop the following critical elements of DHCC:

  • Center for Healthcare Planning & Quality (DHCC’s core regulatory body)
  • Harvard Medical School Dubai Center Institute for Postgraduate Education & Research (main entity responsible for educational components of DHCC)
  • Dubai Harvard Foundation for Medical Research
